The Residential Homes for the Aged Quality Enabling Pilot Program began July 1, 1986. The program was created to improve the quality of care and services provided to lower income residents of licensed homes for the aged. The program reimburses these facilities a total of thirteen dollars ($13) per day for each eligible resident. In order to be eligible, residents must be receiving Supplemental Security Income (SSI), and the resident’s total income must not exceed six hundred ($600) dollars per month.
Any licensed home for the aged that is located in one of the following counties: Bedford, Carroll, Davidson, Dekalb, Dyer, Fayette, Grundy, Hamilton, Hardeman, Haywood, Johnson, Knox, Macon, Madison, Moore, Sequatchie, Shelby, Trousdale, Weakley, White, and Wilson. Any individual who resides in a licensed home for the aged located in the designated counties. The individual must receive SSI and their total income must not exceed six hundred ($600) dollars per month.
All licensed homes for the aged located in the eligible counties are contacted each year to invite them to participate in the program. Facilities that decide to participate are required to submit a facility application, a resident application for each eligible resident, proof of resident income, a budget plan, and sign a contract.
All residents and licensed home for the aged that wish to participate in the Quality Enabling Grant Program must comply with all requirements of the Tennessee Department of Health, Board for Licensing Health Care Facilities "Standards for Homes for the Aged" (Chapter 1200-8-11) and "Quality Enabling Program Rules" (Chapter 1200-8-7).

The Minority Applicant Pool System (MAPS) is an information, referral, consultation, advocacy and placement service for the African-American elderly as well as non-minorities, in need of long-term health care options and placement. Its purpose is to demonstrate and implement a method of improving access to long-term care options and health care services through better coordination and utilization of the existing health and social service systems.
The MAPS provides community-based educational programs designed to disseminate information to African-American and non-minority residents regarding the benefits of knowing the admission requirements and long-term care options. Counseling sessions are conducted to inform potential long-term care residents and their families of the need to prepare and plan for long-term and placement options.
